Prospective Grantees

NCCEH coordinates the annual Balance of State Continuum of Care funding application to HUD. Individual organizations within the Balance of State that wish to apply for Continuum of Care (CoC) funds do so through this collaborative application.
 

Preparing to Apply

Any organization that is considering applying for CoC funds for the first time should take the following steps:
 
Participate in Balance of State Regional Committee meetings.
  • Regional Committees within the Balance of State coordinate local work and planning.  Refer to the list of contact information under "Regional Committees" to find the Regional Lead for your area.
Read the HUD guides that explain project types, eligibility guidelines and grant requirements.
Review the "Balance of State 101" presentation.
  • NCCEH led a conference call presentation about the structure and purpose of the Balance of State.  The Powerpoint and a recording of the call are posted on the BoS webpage.
Learn about how projects are approved to be included in the CoC application.
  • The Regional Committees review project applications and prioritize them for the annual collective BoS CoC application to HUD. The Regional Committees look at the details/business plan of each project in their areas to ensure that the projects are viable and appropriate to fit community needs. After the Regional Committee reviews the project, the project goes on for review at the statewide level.  The Project Review Committee, which is made up of impartial scorers from each Regional Committe in the BoS, scores each project and approves them for inclusion in the collective application. After becoming an active member of your Regional Committee and reviewing the requirements for grantees, notify NCCEH of your intent to apply for funding by filling out the Intent to Apply Form
 
Optional: Participate in Balance of State Steering Committee meetings.
  • The Steering Committee is the main decision-making body of the Balance of State.  It meets on the first Tuesday of every month at 10:30 via conference call. Participation in Steering Committee calls is not required to receive funding; however, calls are open to anyone who is interested in joining.  Email NCCEH to receive call-in information for the meetings.
