2021 Conducting a Point-in-Time Count (ARCHIVE)

Conducting a Point-in-Time Count is important for all communities. The count provides a snapshot of who is homeless on a given night. This information can be used to plan local homeless assistance systems, to tailor programs to meet existing needs, and to raise public awareness of homelessness.
 
The Point-in-Time Count is a one-day, statistically reliable, unduplicated count of sheltered and unsheltered homeless individuals and families in the country. 
 
HUD requires that all Continuums of Care conduct a Point-in-Time Count each year during the last ten days of January. Programs that have beds dedicated to serve homeless individuals and families also conduct a bed inventory for the Housing Inventory Count.

Balance of State Point in Time (PIT) and Housing Inventory Count (HIC)

The Point in Time Count documents everyone experiencing homelessness on the night of January 27th. We count everyone who is unsheltered, in emergency shelters or transitional housing. We also take a census of people who exited homelessness and are part of a rapid re-housing or permanent housing program and will be counting all of the emergency shelter, transitional housing, and permanent housing beds and units in our system. This is called the Housing Inventory Count and helps us understand the capacity of our current system.

The COVID-19 Pandemic has changed how we all operate. The PIT and HIC for 2021 will give especially important insight into the impact of the pandemic on our homeless services system and our clients' experiences.

Quick summary of the 2021 PIT/HIC plan for NC BoS CoC:

  • Unsheltered PIT Count has been postponed and will not be submitted to HUD this year due to challenges from the COVID-19 pandemic. Next year, the unsheltered count will be conducted through regional Coordinated Entry (CE) systems. Contact your Region's PIT Lead for more information.
  • Sheltered PIT Count
    • For non-HMIS participating projects will conducted primarily with the Counting Us App and through follow-up interviews with NCCEH staff in early February. (Contact bos@ncceh.org for your NCCEH contact)
    • For HMIS participating projects will be conducted through HMIS reports in March.
  • Sheltered and Permanent Housing HIC
    • For non-HMIS participating projects will be conducted through interviews with NCCEH staff in early February.
    • For HMIS participating projects will be conducted through HMIS reports in March.

2021 Trainings

Regional Point in Time Count Teams

The role of regional teams is to work with volunteers, agencies, and community partners to conduct the Point in Time Count in their region.

 

Agencies not participating in HMIS (all project types)

Non-HMIS Participating Agencies dedicated to serving clients experiencing homelessness with services for Emergency Shelter, Transitional Housing, Rapid Re-Housing, or Permanent Supportive Housing will use the Counting Us App to submit client data.

 

Victims Service Providers (VSP) Agencies

Domestic Violence Agencies are prohibited from using HMIS and have particular security and privacy concerns. Join us for an opportunity to address the unique circumstances for VSPs!

 

HMIS Participating Agencies

Agencies that participate in HMIS will follow a very similar process to review and submit PIT and HIC data. NCCEH Data Center staff will pull reports, agency staff will review and correct data, and agency staff will submit finalized reports.
