Funding Opportunity:

 

The North Carolina Housing Finance Agency proposes to make a total of $6.5 million available to eligible organizations for the rehabilitation of scattered-site, owner­occupied homes in selected counties under the 2012 cycle of the Single-Family Rehabilitation Program (SFR).

 

Under this cycle of SFR (SFRl2), funds will be made available to serve homeowners in the following counties: Alamance, Ashe, Bertie, Bladen, Burke, Camden, Chatham, Currituck, Dare, Gaston, Graham, Greene, Haywood, Hoke, Hyde, Iredell, Jones, Lee, Madison, Martin, Mitchell, Montgomery, Pasquotank, Pender, Polk, Rockingham, Surry, Swain, Transylvania, Warren, Wayne, and Wilkes.

 

SFR funds may not be used to assist households residing within entitlement counties (Cumberland, Mecklenburg and Wake) or the 23 entitlement cities that receive funds directly from HUD (see Entitlement Cities/ Counties for a list). Only applications proposing to serve an entire county, excluding entitlement areas, will be considered for funding.

 

Itis the Agency’s intent to serve 32 to 33 additional counties each successive year, on a 3-year rotating basis (pending the continuing availability of HOME program funds). Successful applicants (one per county) will be awarded a set-aside of $160,000 for the rehabilitation of eligible units, with the option of receiving additional funds through a first-come, ñrst-served SFR “Loan Pool”.

 

The focus of the program is on ñnancially-feasible, moderate rehabilitation. SFR funds are targeted to owner­-occupied units, occupied by households with elderly and/or disabled fulltime household members or owner-occupied units with lead hazards and a child 6 years old or younger. Household incomes must be below 80% of the area median income. Nonprofit organizations, local governments and regional councils of government are eligible to apply for SFR funding. Applicants must show that they have capacity to manage the program, and where two or more eligible entities apply to serve a given county, organizational capacity and experience with housing rehabilitation assistance will be deciding factors.

 

Available Application Assistance:

 

Potential applicants are encouraged to attend the application workshop on Wednesday, December 7, 2011 in Raleigh, from 10:00 am 12:30 pm, at the McKimmon Center. Only those entities proposing to serve counties listed above should attend this workshop. Please register for the workshop no later than November 23, 2011.
