Human Services Planner/Evaluator II

Description

The North Carolina Department of Health and Human Services (DHHS) is responsible for ensuring the health, safety and well-being of all North Carolinians.
 
The Division of Aging and Adult Services (DAAS) is responsible for State oversight of the 100 county departments of social services' (DSS) aging and adult social services programs and two Special Assistance benefits programs.

The primary purpose of this position is to support the program and evaluation staff of the HUD Emergency Solutions Grant Program. Serving the needs of our customers and coordinating the unit requisition functions. This position will be assigned to the Division's Emergency Solutions Grant Program, the program funds through a HUD grant, programs serving the homeless.

  • Provide programmatic oversight and contract administration consultation and technical assistance to HUD Emergency Solutions Grant Program.
  • Assist with aspects of the annual contracting process involving nearly 80 providers.
  • Review and reconcile requisitions for sub-recipient reimbursement.
  • Work with the division budget office as well as the office of the controller.
  • Providing technical customer assistance and perform other office functions as needed and required

Qualified candidates must demonstrate on their application that they possess the following Knowledge, Skills, and Abilities / Competencies:

  • Experience in evaluating required documentation for compliance.
  • Experience in providing technical assistance to participating organizations.
  • Experience creating written documents, reports and other material using computer software applications.
  • Skills collecting data and presenting it in a clear and concise manner to a wide audience.
  • Demonstrate working both independently and as a team member.

Management Preferences:

  • Knowledge of homelessness programs.
  • Knowledge of DHHS business functions.

Experiences with data bases such as Open Windows and NCAS

Education and Experience

Master's degree in public or human service administration or a human services programmatic field, from an appropriately accredited institution, and two years of human service experience, one of which must have been in human service program planning;
OR
Bachelor's degree from an appropriately accredited institution and four years of progressive administrative
OR
consultative experience in human service program, one of which must have been in human service program planning; or an equivalent combination of education and experience
