Veterans Housing Grants Available

	Funding Opportunity:

The Housing Assistance Council (HAC) has announced a new initiative to support local nonprofit housing development organizations that meet or help meet the affordable housing needs of veterans in rural areas. Work supported will be bricks-and-mortar projects that help low-income, elderly and disabled veterans with home repair and rehab needs; support homeless veterans; and help veterans become homeowners, tap into available housing programs, and secure affordable rental housing. This new initiative is made possible through the support of The Home Depot Foundation (THDF).

The project can provide both temporary and permanent housing for veterans, depending on the local needs of the community. HAC will coordinate with The Home Depot volunteers and THDF on volunteer opportunities, especially around home repair and rehab.

This is a new initiative, and grants will not normally exceed a maximum of $30,000. Organizations interested in applying to this program are asked to send a Letter of Intent (LOI) by Oct. 31, 2012, at 5 p.m. ET. This initial letter should be no longer than three pages. For more information about requirements for the letter, contact the Housing Assistance Council.

HAC will review all LOIs and invite selected organizations to submit full proposals. Full proposals will not be accepted without a preliminary LOI accepted by the Housing Assistance Council.

The applicant must be a nonprofit organization, tribally designated housing entity (TDHE), or housing authority acting as a nonprofit, that serves veterans at or below 80% of area median income.

For more information about this program, contact Janice Clark, Program Coordinator, at janice@ruralhome.org.

Grants for States to Improve TANF

	Funding Opportunity:

The U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) has announced new funding to improve the integrity of the Temporary Assistance for Needy Families (TANF) program. State human service agencies can apply for the funds to use data and other promising approaches to prevent overpayments to ineligible families and to increase the share of eligible families receiving TANF assistance. According to the Assistant Secretary for Planning and Evaluation (ASPE) at HHS, less than one-third of eligible families are currently receiving TANF. To improve access to TANF assistance for eligible families in need, the notice indicates that states may elect to:

 Identify very poor families applying for or receiving assistance from other programs (this can include families with children receiving food stamps and families seeking or receiving shelter services or homelessness prevention assistance) who could benefit from TANF assistance;

Redesign TANF eligibility and recertification processes; and

Implement program changes to reduce administrative case closures, reduce sanctions or work to reduce sanctions through promoting program compliance, and/or adopt outreach strategies to streamline families' access to assistance.

State agencies may also use other program databases, which could include Homeless Management Information Systems (HMIS), to improve data quality and identify potentially eligible families who are not connected to TANF supports.

Applications are due by August 20, 2012. Please visit the Administration for Children & Families website to read the full announcement and access the application.

HUD Releases Section 811 NOFA

	Funding Opportunity:

The U.S. Department of Housing and Urban Development (HUD) has made available $85 million to state housing agencies to provide affordable supportive housing for extremely low-income persons with disabilities. This is the first time in the history of HUD's Section 811 Supportive Housing for Persons with Disabilities Program that funding will be offered to state housing agencies that meet new eligibility criteria, including having a partnership with a state health and human services and Medicaid agency to provide essential support and services.

HUD estimates that funding from the Section 811 Project Rental Assistance (PRA) Demonstration will provide 2,800 new Section 811 units, more than three times the number of Section 811 units produced annually during recent years. The deadline for Section 811 PRA applications is July 31, 2012.

HUD's Notice of Funding Availability (NOFA) for the Section 811 Project Rental Assistance Demonstration, as well as more detailed information about the program, is posted on Grants.gov.

CDBG Small Cities Catalyst Program Funds Available

	Funding Opportunity:

The Catalyst Program provides grants of up to $500,000 that can be used for a wide variety of community development activities including the construction of homeless shelters, the acquisition of land or buildings for affordable rental housing, and the rehabilitation of buildings for affordable rental housing. These funds could also be used as the required match for the Supportive Housing Development Program.
