Each year, the U.S. Department of Housing and Urban Development (HUD) releases a Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) Program.

Instructions for the FY2024 CoC Program Application are posted here.

Please note, there are separate instructions for new and renewal project applicants. Applicants should thoroughly read the instructions to understand what materials should be submitted and when.

The NC Balance of State CoC (NC BoS CoC) has multiple submission dates for materials. The CoC will use the timely submission of materials as a major factor in whether a project application will be considered for submission in the final CoC Consolidated Application.

If you have questions, please ask them early in the process and do not wait until close to the submission deadlines. All questions should be directed to bos@ncceh.org.

The CoC does not intend to grant any extension during this process.

FY2024 CoC Program New and Renewal Project Scorecards were approved by the NC BoS CoC Steering Committee on March 5, 2024.

Each year, the Funding and Performance Subcommittee recommends CoC Program Funding Priorities for approval by the NC BoS CoC Steering Committee. The FY2024 CoC Program Funding Priorities are set to be considered for approval on April 2, 2024.

New Project Application Webinar: Wednesday, March 13, 2024, 2 PM - 4 PM

Agencies new to the CoC Program and those with current CoC Program
Projects who are interested in applying for new projects should attend this
webinar.

Eligibility requirements will be explained, and the application process will be
reviewed.

Rapid Rehousing and Permanent Supportive Housing projects are prioritized for
new projects.

FY2024 Intent to Apply Form 

New project applicants must submit an Intent to Apply Form. No new project applications will be accepted from agencies without an Intent to Apply Form submission. Intent to Apply Forms must be submitted no later than 2 weeks after the release of the Notice of Funding opportunity by HUD.

All projects eligible for renewal in FY2024 achieved certification last year. Please review the Pre-Competition Scoring and Standards Review Instructions and Checklist to be sure to submit the appropriate documentation for your renewal project.

Certification

Renewal projects that submitted policies and procedures for review because they made a significant change since last year that after review meet all Housing First and programmatic design standards will receive a 3-Year Certification and will not need to submit specific documents for review again until the FY2027 CoC Program competition, unless they make significant changes again in their project's policies & procedures.

Renewal projects that submitted policies and procedures for review, because they made a change since last year that upon review did NOT meet at least one Housing First or programmatic design standard, will have the opportunity to receive technical assistance from CoC staff, revise, and resubmit their policies and procedures for review. CoC staff will meet with these agencies between May 16, 2024 and May 30, 2024.

Agencies have the opportunity to re-submit documentation for review by 12 PM on June 6, 2024 via the FY2024 Pre-Competition Scoring and Standards Review Form.

If Standards are achieved upon resubmission, agencies will receive Certification approval for the FY2025 competition and will not have to submit documents again for review until the FY2028 competition, unless they make changes again in their policies and procedures.

The Scorecard Committee, composed of representatives from Regional Committees and staffed by NCCEH, meets each year to create the scorecards used for scoring new and renewal CoC Program project applications. The Scorecard Committee's work is complete for FY2024. See the Scorecard section above for approved FY2024 New and Renewal Project Scorecards.
