Analysis of Changes in the HUD Definition of Homeless

The National Alliance to End Homelessness has published an analysis of the proposed regulation from the Department of Housing and Urban Development (HUD) changing the definition of homelessness. The analysis finds that HUD's proposed changes track closely with the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, which was enacted almost a year ago.
Most of the changes to the definition of homelessness were mandated by the HEARTH Act. However, in a few cases, HEARTH Act legislation was more general and required HUD to propose more detailed guidance.
