On October 15, 2013, NCCEH held the third in a series of three webinars about reducing chronic homelessness. This webinar highlighted Winston-Salem/Forsyth County, which has reduced chronic homelessness by 58% since 2005. Presenters Andrea Kurtz, Senior Director of Housing Strategies for the Ten-Year Plan to End Chronic Homelessness, and Tim West, Planning Program Supervisor for the City of Winston-Salem, spoke about the strategies that resulted in this decrease, including strong public-private partnerships, investments in permanent supportive housing, targeting resources to the most high-barrier populations, and using HMIS data to inform strategic decision-making. From Staff Reports RALEIGH -- With as many as 85 homeless families on a waiting list for shelter in Wake County, county commissioners took a new Salvation Army facility for "fragile families" a step closer to reality Monday. Commissioners agreed unanimously to provide $500,000 in federal community development block grant money to the $4 million redevelopment of a 40,000-square-foot building inside the Beltline on Capital Boulevard. The charity operates a homeless shelter near Moore Square in downtown Raleigh but wants a larger facility to give more services to families. The city of Raleigh is considering a separate $500,000 request; it is expected to come before a Sept. 7 council meeting. Construction on the building - supplied with everything from a computer center to play centers to a full-service commercial kitchen - is expected to start in October and …

The Corporation for Supportive Housing has published "Housing Credit Policies in 2009 that Promote Permanent Supportive Housing". The report provides a synopsis of 2009 Low Income Housing Tax Credit Qualified Allocation Plans (QAP) and describes the strategies used in different states to support the creation of supportive housing within the QAP – such as scoring incentives, set-asides and the use of thresholds. Tax credits have been an important source of capital financing for permanent supportive housing projects (PSH) for some time and the report describes how an increasing number of Housing Credit Agencies are also now using them to promote a diverse array of supportive housing models. These models range from projects with 100% of units dedicated for PSH, to projects with only a small proportion of units (10%) dedicated for supportive housing. Click here to read the full report.
