North Carolina Coalition to End Homelessness

Ten-Year Plans to End Homelessness

A ten-year plan lays out a framework for a community to end homelessness by using clear strategies and timelines. The National Alliance to End Homelessness created the first ten-year plan in 2000; in subsequent years, HUD and the US Interagency Council on Homelessness (USICH) encouraged communities to create their own plans. Several North Carolina communities are currently implementing local plans.

In 2010, the USICH released Opening Doors: The Federal Strategic Plan to Prevent and End Homelessness. Opening Doors is a comprehensive document that sets national goals for ending homelessness. Many communities across the state that do not have local plans have adopted the goals and strategies in Opening Doors as their guide for ending homelessness.
